The Center is assisting the Institute of the International Bar Association with on-site monitoring missions to countries where the rule of law or judicial independence are threatened. FSU interns have prepared background and follow-up reports for these missions, and in January 2003, Executive Director Terry Coonan participated in a ten day IBA mission to Caracas, Venezuela.
